Job description

Coordinate HRA/GF Asset void refurbishment works, collaborating with departments to inspect properties, evaluate quotes, manage delivery, and ensure projects meet time, cost, and quality standards. Enhance the city council's reputation through high-profile Housing Services.

Key Responsibilities: Collaboration and Planning:

Work with the Asset Investment team to develop systems for property inspections, identify maintenance needs, and recommend contractors. Update Senior Management on market changes affecting the programme. Monitor the budget, including works, purchase prices, and specialist expenses.

Collaborate with Housing and Commercial Partnership colleagues, adapting to the dynamic homelessness environment.

Team Leadership:

Lead and develop technical staff, fostering a high-performance culture.

Provide technical support and manage the local delivery of voids contracts.

Ensure compliance with health and safety policies and provide expertise in construction safety laws.

Strategic and Operational Leadership:

Provide strategic leadership within Housing, working with Members, services, partners, and stakeholders to achieve council objectives.

Drive service transformation and ensure effective collaboration with stakeholders.

Contractor Management:

Lead project management, ensuring contractors use appropriate techniques and team members develop strong project management skills.

Manage contract terms, quality control, financial valuations, and work-in-progress (WIP).

Engage with residents, manage pre-inspected works, and ensure timely completion and post-inspection of works. Address variations, time extensions, and payments within contractual timescales, and escalate issues as necessary.

Diagnose building defects systematically and ensure proper documentation and contractor compliance.

Inspection and Quality Assurance: Manage pre- and post-inspection functions, addressing building defects and ensuring remedial actions.

Conduct regular inspections of completed works, ensuring customer satisfaction and contractor performance.

Prepare high-standard specifications for works and ensure proper documentation and completion of works.

Complaints and Standards Management: Manage complaints effectively, resolving issues promptly and documenting defect resolutions.

Ensure void properties meet lettable standards and address substandard work before acceptance.
