Response Programme Manager - West Berkshire Council
Job description
West Berkshire Council are looking for a Programme Manager.
To be responsible for the Council's humanitarian programme ensuring the successful coordination and delivery of the council's statutory functions in support of those entering West Berkshire through national resettlement and asylum schemes, or those fleeing areas of conflict. The role will coordinate the programme's activities proactively managing issues, risks, and interdependencies. Driving the establishment of effective processes and systems to ensure efficient delivery, including ensuring resource requirements are being met. The role will be required to provide regular updates to the Senior Responsible Officer (SRO), and the Corporate Leadership Team and Members when appropriate.
To be responsible for effectively managing the agenda, planning and the management and delivery of the programme and supporting meetings. The role is crucial for creating and maintaining focus, enthusiasm and momentum. A good understanding and knowledge/experience of project and programme management is essential.
The programme manager is responsible for the overall integrity and coherence of the programme.
The role will need to be able to facilitate delivery of key project milestones across the programme, which will involve liaison with project group members from across Council services ensuring:
- Development and delivery of the relevant strategic and service objectives set out in the programme and ensuring strong and effective resource management within the team.
- Support the SRO, Service Manager and lead officers through the programme management governance structure ensuring effective decision making that meets the overall objectives. Efficient and effective management and administration of a programme to deliver the council's statutory functions and ensuring broader community and voluntary sector engagement
- Effective coordination with the Council's other governance arrangements as appropriate.
- Ad hoc management of smaller projects across the programme and JEPU as required.
To be responsible for providing advice to the project sponsor and Chairs of governance groups to ensure that they operate effectively and adhere to the Council's Constitution.
