Job description

Norfolk County Council are looking for a Public Health Commissioner.

Up to 37 hours per week, to be discussed at interview. Please see attached JD and advertisement for further information about the role/requirements. Hybrid working, with office-based and MS Teams collaboration, as required.

Lead on service reviews as per 2022/23 Commissioning Intentions: - Work with policy, commissioning, and procurement colleagues to ensure work programmes reflect any critical dates/ plans - Adapt the commissioning response to those PH mandated services impacted by Covid to move back to more routine delivery - Lead a review of the Norfolk Primary Care contract Stop Smoking Services - Support the re-establishment and take a lead in the Tobacco Control Alliance from a commissioning perspective - Deliver and monitor the on-going approach to e-cigarette routine offer across Norfolk - Continue working with NHS commissioning and acute care partners to develop a robust service offer to complete and mobilise the commitments set out in the NHS Long Term Plan Specialist Stop Smoking Service (Smoke Free Norfolk): - Support the ongoing review of the impact of COVID on the pre-agreed contract and service model changes being implemented from April 2022 - Work with NHSE colleagues to support improvement in specialist approach to reducing the number and rate of pregnant women who smoke - Embed a comprehensive training offer to Level 2 providers Tier 2 Weight Management Services - Instigate a review of the prevailing service model and performance, to ensure fit for purpose delivery through to March 2024 - Deliver a review of Tier 2 Weight Management Service delivery and explore options for a future service including a bench marking and best practice appraisal. Include the newly commissioned services (those part of the Additional Weight Management Grant Funding) as part of this review. - Continue working with NHS commissioning and acute care partners to develop a robust service offer and to support the mobilisation of their Tier 2 digital NHS Weight Management Programme Workplace health - Review Workplace Health delivery, and explore options for a future service including a benchmarking and best practice appraisal - Work to ensure provision continues to support COVID recovery - Review current delivery priorities and align Key Performance Indicators to monitor progress of current provider NHS Health Check Programme, including: Primary Care Health Check Delivery, Health Check Catch Up contract and in-house delivery offer to GPs 2 | P a g e - Work with Primary Care (PC) to recommence delivery of the standard NHS Health Check offer and continue to monitor activity - Work with colleagues to deliver a benchmarking exercise to ensure any future delivery model for Primary Care services meets best practice policy, national guidelines, and seeks to tackle health inequalities and barriers to access. - Develop a robust training offer for the NHS Health Check programme - Work with the catch-up programme provider to implement a successful delivery model in Norfolk - Have oversight of in-house Health Check delivery wrap around support to GPs
