Job description

Delivery and sustainability of a complex Programme which spans across 12 Boroughs. Ensure that the partnership is successful in delivering the outcomes for our children and young people as well as monetary and non-monetary benefits for the participating Boroughs. The successful candidate will have overall responsibility for the Children Looked-After (CLA) Project and the Special Educational Needs (SEN) Project. They will have proven relationship management and leadership skills and will need to display financial, business and strategic acumen to lead and provide strategic oversight to a complex cross borough Programme.

Oversee and coordinate the delivery and implementation of a range of projects and categories that constitute the South London Commissioning Programme - including successful delivery of the SEN Category Strategy and the DFE Innovation Fund CLA project;

  • Supporting the Heads of SEN, Heads of Children Looked After and the Heads of Commissioning and Procurement in all partner Boroughs in making informed decisions.
  • Providing a Programme Lead function to ensure sustainable efficiencies in SEN and CLA spend across the partner Boroughs;
  • To maintain robust relationships with the Department for Education and PAN London Placements Panel and to report progress against the key milestones;
  • To maintain the highest standards of Programme and Project Management, to ensure key deliverables are achieved and monitoring is timely and accurate;
  • To ensure delivery plans are robust and obtain decisions from and report to the Strategic Board on key milestones while also raising risks in timely manner;
  • Termly and Annual Reporting to the Strategic Boards;
  • Design and develop governance processes including robust and timely monitoring and reporting processes;
  • Take the lead on applying theories of change and use of logic frameworks, in project management processes;
  • Ensure strong evidence base is maintained and developed for all Programmes through impact evaluation and collation;
  • Collaborate across relevant internal and external teams to ensure successful delivery of the Programme;
  • Ensure solutions are co-produced with participating boroughs, SEN and CLA providers and service users;
