Capital Work Project Manager

West London

To provide professional project management and surveying/inspection services to the capital delivery work stream to ensure the investment programmes are delivered in a timely and professional manner ensuring the correct planning, delivery and execution of the programmes quantities, quality and budgets to minimise business and customer risk.

Specific focus will be on projects such as: Overseeing the upgrades to street footways, footpaths, carriageways, car parks across Hounslow Housing estates; Delivering estate improvement projects across identified estates, Roofing projects, other projects typically delivered through social housing capital programmes.
Accountabilities & Responsibilities
To co-ordinate, develop and deliver the Capital Works and investment programmes for Council's housing stock ensuring these are based on sound stock condition data

To develop service specification programmes for the commissioning of services to be carried out by external service providers.

To manage all facets of project management (budget, schedule, procurement, quality & risk) for identified housing capital projects including planning, design and construction.

To read, understand and apply standard to complex documents affecting housing capital projects, including but not limited to: agreements / contracts, specifications, tender documentation, project charters, surveys and drawings.

Interfaces directly with the appointed multi-disciplinary consultant (MDC) to define project requirements, take projects to market, proactively get projects on site, and overseeing on-site delivery.

Prepare scopes of work, cost estimate & budget, tender documentation and evaluations, work plan schedule & milestones, quality control and recommending resources to Head of Service.

Identify complex project risks, lead constructability reviews, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks.

Analyse and assess contractor's performance in relation to programme, quality, delivery and value for money and manage via a range of practices, i.e. contract meetings, email instructions, etc.

Ensure all applications for payment are within the contractual cost model and reflect actual completions (or partial completions) on site.
