Bedford Council - Procurement & Commissioning Manager
Job description
The role involves managing a small team comprising two procurement officers (one senior and one officer) and one commissioning officer resource. The individual will ideally be a procurement person but benefitting with knowledge of how commissioning practice works within a Childrens services area (public health experience a 'bonus') as they will be the liaison point between service areas and their procurement/commissioning team.
- The role will, in the main, be remote working i.e. from home but there is an expectation to come into the office to interact & give direction to the team - when & how much can be agreed
Main Accountabilities
Provide strong commercial leadership and direction for the commissioning and procurement of Children's & Public Health services.
* Provide commercial advice and leadership across the Council on commissioning.
* To lead joint working between agencies, service users and carers and providers from the private, voluntary and community sectors to commission high quality services that improve health and well-being outcomes for commissioned
Children's & Public Health services.
* By delegation to be responsible for contracts relating to commissioned Children's & Public Health Services and be responsible, with the support of other staff within the Commissioning & Procurement function, for assuring the proper financial management and performance of such contracts, service level agreements and grants.
* To manage the development of commissioning plans including, identifying business needs and future trends; analysing historical and forecasting expenditure to scope opportunities and ensure availability of accurate financial
baselines; engaging with commissioned providers to monitor and report on quality; clearly identifying projected cashable efficiency savings.
