Job description

The council's Housing Services are high profile and vital to maintaining and enhancing the city council's reputation. Reporting to the Senior Quantity Surveyors, the Quantity Surveyor is responsible for providing quantity surveying and commercial services for the Capital Programme team to ensure Tasks and the Term Programme are delivered to budget. The Quantity Surveyor is accountable for the financial management of allocated Tasks including the administration of valuations, payments, forecasting, and income recovery from Leaseholders and other third parties. The Quantity Surveyor will work collaboratively with other team members and the Service Provider(s) to ensure the successful completion of projects (Tasks) in accordance with any Commencement Order and delivering value for money in the services provided by the team.

Main Responsibilities:

* Manage and develop Intermediate Quantity Surveyors and support the Client Representatives in delivering the commercial administration of Tasks and the Term Programme.

* Prepare and present to the Senior Quantity Surveyors timely, relevant and accurate reports on Tasks and the Investment Programme.

* Maintain robust processes, systems, procedures to ensure the effective commercial management of Tasks.

* Attend meetings as required by the Senior Quantity Surveyors or as necessary for the successful delivery of projects (Tasks).

* Support Leasehold Operations in the preparation of billing information and the recovery of income from Leaseholders.

* Maintain excellent project (Task) related records of general administration, financial, meeting minutes, re-measures, variations, guarantees and warranties, drawings and the like and demand the same discipline from other project (Task) team members.

* Work collaboratively with Service Providers to develop best value solutions to Task Orders.

* Create positive relationships with residents and be the point of contact for any sensitive or potentially sensitive issues which may otherwise affect the reputation of Westminster City Council.

* Develop and maintain records that substantiate and support the accurate calculation and timely submission of leaseholder bills.

* Work alongside the Finance Business Partner(s) to ensure ledgers are accurate and journals and purchase orders are appropriately posted and maintained in line with Westminster City Council Procurement Code.

* Actively participate in Working Groups, chaired and hosted by other team members to help develop better ways of working, better value and improve customer satisfaction.

* Prepare commercial reports including accrual instructions, forecasts, budgets, valuations and payment certificates and publish management information relating to the performance of any Task Orders fulfilled by the Service Provider. Ensure cashflow forecasts correspond with the agreed business plan and report variances with commentary to the Senior Quantity Surveyors.

* Ensure that Service Provider payments made in a timely manner in accordance with the Contract and in line with Housing Grants, Construction, and regeneration Act 1996 and all relevant amendments.

* Prepare cashflow forecasts to reflect the volume and programme of works and commercial reports for Tasks that accurately reflect the current Task position and likely financial outcome.

* Ensure Task accounts are agreed within the defined timescales and income calculations are effectively administered and passed to Leasehold Operations or the Finance Business Partner for recovery. Ensure the execution of the final cost statements for Tasks.

* Ensure delivery of logical and annotated information to assist Lessee Operations in the Section 20 process and billing including advice on lessee implications to Client Representatives when preparing scope of works, production of estimates and upon completion of PCAF's.

* Support the Clients Representatives in monitoring best value and Task costs.

* Carry out any other financial assessment, review activity or exercises that may be required from time to time by the Senior Quantity Surveyors.

* Prepare advice and guidance in the specialist/subcontractor business cases and approval procedure.

* Prepare and issue guidance and advice in connection the assessment and approval of alternative products in accordance with the provisions of the Contract, establish cost savings.

* Produce financial assessments of potential and actual changes to the works to reflect their change in nature and extent to enable informed decisions to be made in a timely fashion.

* Provide advice and cost analysis to enable the delivery team in decision making processes.

* Ensure that all Task specialists/subcontractors collateral warranties, guarantees and similar undertakings are provided in accordance with the contract. To assist with any queries on wording etc. in conjunction with Westminster City Council nominated Solicitors.

* Advise of the appropriate drafting of contract instructions, extension of time assessment and notices with financial implications.
