Job description

The London Community Equipment Consortium is the largest community equipment framework in the UK and currently comprises of 21 London boroughs and associated NHS organisations. The framework delivers community equipment services and assistive technology services to service users within their communities, to support long term conditions, hospital discharge, palliative and end of life care.

Community Equipment is a complex service as it is a statutory requirement under the Care Act 2014 but also requires clinical assessment to meet needs and equipment requirements must also meet all industry and legislative requirements.

The current framework is due to be retendered in early 2022 and will require an experienced procurement manager specialising in Consortia arrangements and frameworks including single provider frameworks. The service will consist of three main elements, operational service delivery, catalogue of equipment (950 + products) and an IT system. Knowledge of Community Equipment services would be highly desirable.

Working as part of the Council's Procurement Service you will lead the delivery of high value/more complex or innovative tenders often above existing EU thresholds, in this case the Community Equipment Consortium tender

This is one of several posts in the Procurement Service that work flexibly to support the commercial needs of the Council. You will demonstrate a high degree of commercial awareness and technical expertise across a wide range of different services or works.

You will need to build good working relationships with stakeholders at all levels, including commissioners, senior managers, budget holders and other specialists who are involved all stages of the tender process through to contract award.
