Remedy Recruitment Group are looking for a Rough Sleeping Coordinator for a Local Authority in West London.

Job Purpose

To provide excellent services to all residents and customers who present, apply or are referred to the service by offering high standards of customer care at all times acting with integrity and courtesy.

To work in close partnership with a range of statutory and non-statutory agencies and partners to provide a coordinated response to prevent and reduce rough sleeping and street-based activity in the Borough and to contribute to achieving zero rough sleeping in the borough.

To assist with the commissioning and contract monitoring of several supported housing services for single homeless people and rough sleepers, and the street outreach service, to ensure that effective, high quality and value for money services are available to meet the needs of homeless people and prevent rough sleeping;

To supervise the Supported Housing Advisers to ensure that quality, legal compliance, performance targets, service standards and corporate standards are fully met, and swiftly addressing issues of under-performance or non-compliance as appropriate;

Work closely with the Street Outreach Team and other agencies e.g. Community Safety, Mental Health services, hostels, NHS, Police, voluntary agencies, residents and businesses to provide a rapid response to reports of rough sleeping and street-based activity in the Borough;

Work closely with the Street Outreach Team and other agencies to ensure bespoke action plans are developed and implemented for rough sleepers and those engaged in street-based activity in the Borough to resolve their situation as quickly as possible;

Supervise and monitor the performance of the Supported Housing Advisers by ensuring that vacancies in supported housing services across all pathways are appropriately utilised in line with an agreed priority matrix, that void times are kept to a minimum, and that sufficient move-on from services is occurring to create an adequate supply of vacancies to prevent rough sleeping and reduce the need for temporary accommodation;

Monitor the performance of the Supported Housing Advisers by ensuring that vacancies in floating support services are appropriately utilised to prevent homelessness and maximise independence for residents requiring the service;

Acquire specialist knowledge about rough sleeping and street-based activity within the Borough to identify gaps in service provision, highlight policy issues; making recommendations to address and resolve those issues by developing policy and best practice, including writing procedures, strategies and reports for senior management and members;

Regularly benchmark local practice against best practice authorities and centres of excellence, identifying and acting to address areas for improvement, and recommending the adoption of best practice to senior management;

Using a variety of sources, ensure that qualitative and quantative information on rough sleeping issues is collected, analysed, reported on, and disseminated as appropriate.

Represent the Borough by attending and leading on meetings related to rough sleeping and street-based activity at a local, pan-London and sub-regional level, and completing and following-up the actions from those meetings;

Plan, coordinate, implement and participate in the Borough's Rough Sleeping Count at various times throughout the year;

Co-ordinate the Borough's response to cold weather provision, SWEP and other emergency procedures for rough sleepers, ensuring the Council has adequate resources, policies and procedures in place;

Provide information, training and build awareness for a range of agencies, departments and partners about rough sleeping and street-based activity;

Assist the strategic commissioner in the application of funding opportunities related to rough sleeping and street-based activity to maximise opportunities to develop services locally, and to assist in the development and design of those services;
