Programme Manager - Housing Change Delivery
Job description
Purpose of the Role
The Interim Project Manager will lead the rapid delivery of high-priority change projects at, with a particular focus on our Housing Improvement Programme. The role will work closely with services and directors to ensure change is delivered at pace, achieving tangible improvements in resident experience, service performance, and efficiency.
Key Responsibilities
· Drive end-to-end delivery of change projects, with a particular emphasis on organisation design, workforce alignment, and repairs service transformation.
· Work directly with directors, service leads, and frontline teams to co-design and implement new operating models.
· Develop and maintain clear project plans with ambitious but achievable milestones, tracking progress and ensuring pace is maintained.
· Provide high-quality reporting, assurance, and governance, escalating risks and removing barriers quickly.
· Produce robust project documentation including options appraisals, business cases, and implementation roadmaps.
· Support change management activity including communications, training, and transition planning to embed improvements effectively.
· Drive forward organisational change and redesign, including the creation of new structures and operating models. Skills and Experience
· Proven track record of delivering complex change projects at pace within large organisations, ideally in local government or housing services.
· Strong understanding of organisation design principles and service transformation, with specific experience in housing or repairs highly desirable.
· Excellent stakeholder management skills, with confidence working directly with directors and frontline teams.
· Ability to balance strategic thinking with hands-on delivery, moving quickly from design to implementation.
· Strong analytical and problem-solving skills, with the ability to simplify complexity and focus on outcomes.
