Job description

This role is;

  1. To be responsible for ensuring that the Trust is properly discharging the statutory functions the Council has delegated to it including responsibility for:
  • the quality of assessments and robustness of decisions as to eligibility for social care provision having regard to relevant eligibility criteria and the principles of 'ordinary residence' for social care.
  • making decisions as to the social care element of individual care plans and commissioning suitable provision to meet eligible social care needs by working with the Council's Placements' team
  1. Making decisions with regard to personal budgets for social care provision including eligibility, appointment of suitable persons, the imposition of non-standard conditions and decisions to terminate and working with the Council's Direct Team which retains responsibility for day to day
  2. Administration of personal budgets.
  3. Supporting the Council's Income team with regard to the assessment and recovery of charges for social care services
  4. Ensuring compliance with the Council's obligations under the Mental Capacity Act and with respect to carers
  5. Ensuring compliance with the Council's obligations under the Data Protection Act 1998, the Freedom of Information Act 2000
  6. Implementing changes in practice in response to changes to the legal framework for social care
  7. To hold operational responsibility for delivery of the AMHP Service. To make key recommendations to the Council as to the approval/termination of AMHPs.
  8. To ensure professional standards are maintained in relation to the delivery of AMHP practice. To offer supervision and support to AMHPs including access to legal advice and access to senior support within the Council where conflicts of interest arise.
  9. To provide a quarterly report to the Partnership Board of the Integrated Service on the number of AMHP's and their activity and to bring to the attention of Board Members as they arise issues of concern relating to the admissions process including those involving other agencies such as the police
