Job description
This is a joint post working across the CCG and Lambeth Council with joint accountability across both organisations. It will have responsibility for providing commissioning and strategic leadership within Lambeth Together working closely with Alliance partners to ensure delivery against outcomes objectives jointly developed with people using services and their carers together with other key partners.
- This is a joint post working across the CCG and Lambeth Council with joint accountability across both. The postholder will be required to work across the health and social care economy and will need to influence and engage stakeholders including older people, their families and carers, as well the partnerships (Health, Local Authority, Acute and Mental Health Trusts and community and voluntary sector providers) across Lambeth.
- The postholder will be responsible for budgets c£67m, including the Better Care Fund and NHS Continuing Healthcare and an additional c£36m adult social care spend as well as a number of NHS contracts and social care commissioned services. The postholder will be required to ensure that key national and local targets are met and services are delivered within agreed budgets
- The postholder will have lead responsibility for commissioning services for older adults in line with identified needs and best value criteria. This will include taking the commissioning lead for the CCG and council in relation to any collaborative commissioning intentions, negotiating contracts with statutory and non-statutory service providers and working with partners to ensure value for money.
- The postholder will be responsible for managing the older adults commissioning functions and budgets across both Lambeth Council and CCG in the borough, ensuring that appropriate contract management arrangements are in place. This will include providing line management and appropriate leadership to the joint commissioning team, within Lambeth Council and the CCG
- The post holder will lead the management and development of the Integrated Commissioning Older People team, including the Designated Nurse for Adult Safeguarding
- The post will lead on the borough-based contribution to appropriate NHS provider trust contracts working closely with South East London Integrated Commissioning Team including coordination across all relevant care groups.
- The role will have the core base location of Lambeth however, as part of operating towards Integrated Care Systems, will also support colleagues in other functions or in other locations and work more closely or as part of mixed teams with local authorities, trusts or other partners
Job Functions and Duties
- To lead the further development of integrated services for older adults across Lambeth, ensuring effective stakeholder engagement in the strategic priorities and outcomes to be achieved.
- To lead on key procurement programmes ensuring all processes implemented are compliant with legislative and national guidance.
- To lead the development and implementation of strategic commissioning strategies designed to deliver evidence-based models of care that are innovative and improve outcomes for older adults in line with best value principles.
- To lead, manage and motivate the Integrated Commissioning team by providing appropriate leadership and direction to the staff ensuring continuous professional development
- To lead on the delivery of a number of saving and efficiency programmes across the CCG and council.
- To lead the commissioning of NHS Continuing Healthcare for adults for the CCG ensuring that there is a shared understanding of decision-making processes and entitlement.
- To manage contentious situations in relation to disputes between partner agencies or with individual patients and relatives in respect of decisions relating to urgent, continuing or palliative care requests.
- To lead the commissioning of adult community health services, working closely with other commissioners, GPs and a wide range of other stakeholders and supporting the development of new innovative ways of working as we develop new local structures
- To develop and maintain relationships with primary care staff, hospital consultants, nurses, practitioners and managers to design new service offers for older adults.
This role is to start as soon as possible and will initially be for six months. Rates will be negotiable dependant on experience.
