Responsible for planning and ensuring existing contractual agreements deliver high quality solutions and ongoing value for money.

The role will require effective performance and relationship management skills along with the ability to deploy commercial strategies in a way that contributes to the delivery of the Council's Business Plan.

Responsible for Facilities management contracts including the Technology Forge software system.

To report to the Head of AMPS and lead in driving forward commissioning, procurement, contract management.

Budgetary responsibility up to £500,000.

To lead on commercial change and policy improvement throughout the council to achieve agreed outcomes and better value for money.

To deliver and implement a fit for purpose asset management property IT system including the relevant financial controls within the allocated budget To manage complex capital project on time and within the allocated budget for the council and stakeholders including internal and external moves within the council's property portfolio Deputise for the Head of AMPS as instructed to support the delivery of the Corporate Strategy and Business Plan strategy.

To be responsible for the staff in the Document Handling Centre, Civic team and the Asset Systems team and to deliver strategic management and development for the facilities and contracts Provide advice to CMB, Officers and Councillors on facilities and contract management.

Ensure the effective day to day running of the Council assets by ensure that contracts are tendered, agreed managed and delivered in accordance with Local Government and Council policy and process.

Ensure robust performance management is in place for all long term contracts (eg 5 year cleaning, energy, lifts, in excess of £1M) by developing and maintaining effective audit trails for all procurement, contract management and performance related information in relation to property management.

Manage and supervise facilities and contracts staff including recruitment, induction, training performance management etc.

Assist and advise Head of Service in the preparation of annual budgets for facilities and contracts effectively and escalating any issues re compliance with budgets to the Head of AMPS Procure external advisors (as required) and effectively manage them to ensure value for money.

Assist and advise the Head of Service in the production of an Asset Management Plan and implement, ensuring all facilities and contracts components are regularly maintained and updated in accordance with any council or statutory requirements.
