Job Purpose

The purpose of the Inclusive Growth team is to shape, drive and support efforts to deliver economic development and physical regeneration that benefits local people, with no-one left behind. This means capitalising on the Borough's position as London's Growth Opportunity to drive greater economic prosperity and improvements in the physical infrastructure of the borough, while ensuring that local residents benefit from these advances and that the place itself is cherished and enhanced for the long-term.

Specifically, the Inclusive Growth team will be responsible for leading on key strategies and commissioning plans relating to economic development, regeneration, housing, energy and sustainability, and employment and skills (and will own the delivery of the relevant themes and targets in the Borough Manifesto). These long-term borough-wide goals, plus the associated key actions and indicators in the Corporate Plan, provide the core framework for the Inclusive Growth team.

The purpose of this role is to lead the Inclusive Growth commissioning function and to ensure the overall co-ordination and delivery of its projects and programmes. The specific responsibilities of the post relate to: the end-to-end commissioning cycle across the key service blocks contributing to Inclusive Growth, to drive outcomes and accountability across the system; the management and delivery of key Inclusive Growth projects and programmes; and co-ordination and engagement between Inclusive Growth and the rest of the council, including the interface with key Member and Officer processes and decision making.

As senior leadership position, the post also involves contributing to the overall direction and delivery of the Council's Inclusive Growth goals and strategy, working across the three core themes and deputising where necessary for the Director of Inclusive Growth. Moreover, all aspects of the role require close collaboration with the Director of Inclusive Growth and working across and between the Head of Place-shaping and Infrastructure, the Head of Housing and Assets and the Head of Enterprise and Employment Strategy.

Specific Accountabilities of the Role

  • To develop, agree and keep updated the council's overall framework for Inclusive Growth in the Borough, including its theory, strategic approach, narrative, key messages and desired outcomes.
  • To lead and manage the overall Inclusive Growth commissioning process, including responsibility for the production, implementation and annual renewal of the commissioning mandates for Be First, My Place, Reside, Energy and Community Solutions (in respect of employment, skills and housing support).
  • To oversee the agreement of the annual business plans for Be First, My Place, Reside, Energy and Community Solutions (in respect of employment, skills and housing support) and to ensure effective delivery against these plans.
  • To ensure effective co-ordination across the key service blocks contributing to Inclusive Growth, as well as building strong networks to other parts of the council (and with external partners, where appropriate).
  • To initiate, design and (where appropriate) lead the delivery of specific projects necessary to support the achievement of key Inclusive Growth outcomes or to address specific issues or challenges which put them at risk.
  • To design and deliver a robust and proportionate performance management model across Inclusive Growth, aimed at supporting improvement and ensuring accountability (consistent with the Council's wider arrangements).
  • To oversee and co-ordinate the necessary steps to secure key decisions in respect of Inclusive Growth, though both Member and Senior Officer process (including through the maintenance of a detailed forward plan).
  • To maintain an up to date directory of key Inclusive Growth information and documentation, including a record of formal decisions and agreed actions.
  • To produce and maintain any such documentation as is needed to communicate the goals, plans, actions and impacts of the council's efforts to promote Inclusive Growth (working with corporate strategy and communications colleagues)
  • To act as a key point of contact between Inclusive Growth and the rest of the council, particularly in respect of core functions, such as strategy and finance (including leading the engagement of the commissioning function with the Council's budget setting process).

They will also engage with elected Members and seek to translate their political ambitions into practical strategies and plans which can be implemented by the key operational service blocks. In doing so, the post holder will need to forge and maintain a wide range of internal and external relationships, undertaking active and on-going communications.

Finally, they will analyse and interpret the interplay between the social, economic and financial impacts of any given policy or project, pursuing the optimal balance given the Council's strategic objectives.
