Maximise the effectiveness of the commercial function across the Capital and Asset planned works, ensuring adherence to all Council's policies and procedures and providing a positive contribution to Capital Works Programme and its profit and loss.

Working with all internal stakeholders, external contractors, suppliers and consultants; agreeing to trading terms and contract negotiations. Also responsible for preparing construction budgets, monitoring costs, preparing schedules, estimates, making payments and monitoring procurement of subcontracts and materials across the Borough in relation the planned capital works programme.

To support the Council's Capital & Asset Management Team by developing and delivering an effective and efficient commercial controls across all Planned Capital Works services across the wider property assets / estates i.e. Housing, Schools, Commercial and Corporate buildings etc.

To provide commercial expertise in relation to Planned Works for Capital Delivery.

To deliver commercial savings to meet the requirements of the term financial strategy whilst delivering quality services.

To actively commercially drive the delivery of a more integrated Planned Works programme across the wider estate.

Proactively commercially lead and support the integration of services in order that all Corporate & Commercial buildings project related works are assimilated into the future operational platform.

To ensure that all planning of works supports a high level of VFM and that all areas of the Council's Capital & Asset sector benefit from alignment of commercial support.

Improve commercial control, delivery and ongoing visibility of all legislative compliance related works.
