Systems & Finance Team Leader- West London

PURPOSE OF ROLE:

  • To assist the Central Systems and Finance Manager with the Annual Rent Setting Project for General needs and Temporary Accommodation
  • To oversee the calculation and issue of annual services charge, estimated invoices, Final Accounts and Ground Rent Notices in accordance with contractual and statutory and legal obligations. To develop systems for monitoring, recording and forecasting monthly Leasehold Services Income and expenditure and also assisting with HRA Tenants budget forecast
  • To ensure all relevant Landlord Services expenditure is properly and accurately recharged to service charge payers
  • To assist in ensuring the reconciliation of all HRA Tenant/leaseholder Transactions. · To assist in the reconciliation of all TA Tenants Transactions
  • To ensure the maintenance of the integrity of data held on The Housing Management System (i.e. for Rents, Service Charges, & TA), LBE Agresso, Business Objects, Allpay, Bacs
  • To carry out Super User's tasks, such as testing of updates and upgrades, and training new users on OHMS
  • Joint working and provide support for the Tenancy Team Leader
  • Deputise for the Central Systems & Finance Manager Appendix 3 April 2017Core HR & OD Department

KEY ACCOUNTABILITIES:

Technical / Professional Competence:

  • To oversee the calculation and issue of annual estimated services invoices in March ensuring that all costs and charges are relevant, reasonable and accurate, and are levied in accordance with legislation and the terms of the lease
  • To oversee the calculation and issue of the annual service charge Final (Actual) Accounts in September ensuring that all costs and charges are relevant, reasonable, rechargeable, accurate and properly incurred, and are levied in accordance with legislation and the terms of the lease
  • To oversee the issue of the annual Ground Rent notices in November in accordance with legislation.
  • To ensure the analysis of planned repair costs and determine proportions for inclusion in service charges
  • To gather benchmarking information from other agencies, housing associations and related sectors and to use the information to ensure good practice is sought in the delivery of services
