Digital & Innovation Project Manager * Local Authority Experience- essential * Remote or Hybrid working * Initial 3-6 months with the potential to extend The role: Westminster City Council is ambitious about its future and is undergoing a period of significant digital transformation in order to establish innovative internal digital capabilities. As the council dis-aggregates from a shared IT service to establish a sovereign Digital & innovation service with internal functions spanning Technology, Delivery, Product, Smart Cities, Data, Architecture and Customer Experience. We are looking for a Digital Project Manager to work closely with the strategic lead for Digital & innovation to help deliver this transition. Key Skills: * Digital Project Management experience * Strong understanding of Agile * Service Delivery experience * Strong communication skills Specific Accountability of the Role: 1. Able to deliver projects using a blend of traditional and hybrid agile methodologies as required - whilst ensuring accountability for scope, quality, time and cost 2. Leading on project management of 21 team transitions ranging from traditional functions like the service desk to newer teams like the customer success and partnering functions 3. Responsible for supporting the strategic lead and coordinating activities for the D&I project team to ensure project progresses on schedule and within budget 4. Preparing & presenting standard documentation including project initiation documentation, project plans, risk and stakeholder's matrices, stakeholder presentations, burn reports and business cases 5. Supportive in the analysis of project proposals alongside wider team and subject matter experts to determine time frame, budget, risk, and the appropriate process for accomplishing projects 6. Responsible for the creation and maintenance of resourced project plans, tasks and scheduling 7. Responsible for risk management - including risk assessments and the implementation of mitigation plans. 8. Responsible for the management of MS planner, MS project, team member tasks and senior stakeholder engagement as part of project boards or project activities 9. Accountable for accurate project reporting to project stakeholders 10. Supporting with the coordination of comms, culture change and engagement activities in relation to transition timelines and planned activity Key Skills and Experience: * Substantial relevant experience of large project/programme and /or change management activity within a complex organisation in relation to business, digital and technology functions * Substantial experience of the successful people management and supervision of staff and developing high performing teams; to motivate, challenge, support and develop individuals to delivery complex outcomes. * Significant experience of budget management/capital resources and reporting with outstanding track-record of delivering projects to time, cost and quality. * Strong stakeholder management skills and Excellent written/oral communication skills. * Considerable experience in change/digital/transformation which also encompasses requirement definition and implementation * Knowledge of project governance frameworks, planning tools, IT service processes (ITIL) and best practices. * Familiar with a full suit of project management methodologies (including Microsoft Project. PMI, Prince II and Agile) * Proficient in IT skills, in: Word, Excel and PowerPoint. * Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence * Confidence and experience managing multiple stakeholders and external suppliers * Demonstrable blend of business, IT, financial and communication skills, as this is a highly visible position with the potential for substantial impact and influence
