Waltham Forest are looking for a Data Quality & System Process Officer.

Role Title Interim Role Brief - Data Quality & System Process Officer Job Family Economic Growth and Housing Overview: LBWF have gone through a system/department transformation over the past two years, migrating from an outdated system (Civica APP) into the Idox Cloud (SaaS) platform for the Planning Development Management & Enforcement (DM & ENF), Land Charges and Building Control services. The services are in live system use (day to day) with the Idox cloud platform, however a catalogue of outstanding system configuration, process documentation and data cleaning tasks remain outstanding delaying the project transition into BAU (Business as Usual) state, including full system optimisation and ongoing development. Purpose: The candidate will be responsible for managing the quality of all data, processes and system configuration related to Development Management, Building Control and Land Charges across all ICT systems, both internal and any external. The candidate will also be responsible for supporting the monthly supplier management meetings regarding the SLA monitoring, non-conformances raised, support tickets, risks and ongoing system development. In addition to the above general responsibilities, the candidate will manage, lead and deliver the below specific points: * System Config/Vendor/Supplier SLA Mgmt. & Monitoring - Idox ongoing SLA performance reviews and continuous improvement across Development Management, Building Control and Land Charges * Process Documentation - Ability to analyse, map and document operations, processes, and procedures (end to end) to support the following: o internal audit/assurance documents to provide of evidence of process control and config mgmt. & Run book o Manage the update of user/training guides o Ongoing gap analysis and value stream mapping decisions * Data Quality/Cleansing - Takeover, define (current data quality+ future data quality goal) and manage/undertake data cleansing across departments o Understanding the root cause of data inconsistencies and recommending and undertaking improvements. o Review and update existing system configurations to meet business requirements, set workflows and improve efficiency o Ensuring that the services have access to complete and accurate data and management reports to support decision making. o Basic working knowledge of underlying data structures o Ability to review, analyse and manage large volumes of data and use standard reporting tools e.g., Excel, Power BI * Continuous improvement - o planning and maximising output from application/products/software and people o Ensuing process control throughout, outputting reliable and consistent data, RFT o Developing data quality best practice guidelines. o Specifying ongoing training needs and organising user training o work with users, suppliers, and IT to specify functional requirements Knowledge, Skills and Experience: * Minimum of 3 years' experience managing data / supporting ICT systems * Experience of local government region - Development Management, Building Control and Land Charges advantageous * Ability to work independently and as part of a team with minimum supervision * Excellent database, statistical and analytical skills * Excellent communication skills including the ability to write and present high level reports and briefings both internally and externally * Excellent IT skills including the strategic use of IT for problem solving * Knowledge of planning, building control and land charges legislation and regulations * Excellent organisational skills * Ability to undertake statistical analysis of data and produce easy to understand reports * Experience of providing business data analysis to drive and improve performance * Excellent performance management skills including the ability to develop monitoring and management information systems Indicative Qualifications: Degree or equivalent or vocational qualification in relevant subject or area Evidence of Continuous Professional Development The above profile is intended to describe the general nature and level of work performed by employees in this role.
