Job description

The council's Housing Services are high profile and vital to maintaining and enhancing the city council's reputation. The post holder will ensure that best value is obtained from the repair term contracts and any ad hoc contracts managed by the Sustainability & Major Works Division and the Repairs & Planned Maintenance Division. Ensure that all of the financial responsibilities of the service are discharged in accordance with the requirements of the term partnering contracts. Systematically audit the management of the Repairs and Voids and the M&E term contracts to ensure that the price frameworks and contract terms are correctly applied and administered.

Main Responsibilities: Commercial Processes:

* Develop a comprehensive understanding of the price mechanisms, contractual requirements and management processes used under all of the term contracts.

* Identify the critical requirements for the commercial management of the term contracts. Design and implement systems to monitor, audit and report on compliance with requirements.

* Work closely with colleagues in Housing services and contractors to achieve efficient operation of commercial processes, to identify any problems and opportunities to improve the processes.

* Design and implement systems to audit compliance with the established processes for managing service delivery and the requirements of the contracts.

* Establish an audit schedule to ensure there is periodic audit of compliance with contract and process in each commercially critical activity.

* Carry out the scheduled audits, identify non-compliance with contract and process in each commercially critical activity.

* Carry out the scheduled audits, identify non-compliance, liaise with colleagues over findings and agree remedial action. Revisit and report on progress to rectify non-compliance.

* Provide monthly reports on the headline outcomes of the audit programme, including commentary and analysis. Commercial Operations

* Liaise with Contract Managers to confirm the contractor's monthly performance against the incentivised KPI's. Establish and operate transparent systems to ensure payments of variable profit are correct under each contract.

* Monitor the systems for managing variations, including the addition and removal of sites from the inclusive sum and PPM price schedules.

* Support Contract Managers in dealing with to disputes to ensure that commercial aspects of the contracts are correctly applied. Ensure that payless notices are issued in accordance with the contract terms in the case of a disputed invoice. Value for Money

* Develop systems for benchmarking unit costs with a range of comparators. Identify opportunities for savings and options for achieving best value from the contract pricing mechanisms.

* Provide periodic reports on the outcome of benchmarking to provide assurance that best value is being achieved. Data Integrity

* Establish and manage systems to ensure that expenditure is accurately coded; including changes to coding arising after orders are raised.

* Work closely with colleagues in Property, Planning and assets to ensure that changes to the portfolio arising from acquisitions, disposals, demolitions and changes of tenure are accurately coded on the job management system (Orchard) Training

* Working in collaboration with the team and Peoples Services to develop training material and deliver periodic course to ensure all Housing staff are familiar with the commercial elements of the contracts.
