Job description

This role will work across the Health, Adults and Communities (HAC) Directorate leading on all aspects of the management and delivery of their Capital Programme.

The post holder will have the following key areas of responsibility:

  1. To provide specialist programme management expertise and technical advice relating to capital delivery projects and major programmes, and be responsible for the management of risk, issues, and dependencies across a range of work streams and stakeholder management. This will involve leading the HAC Capital Working Group.
  2. To lead on planning and prioritisation of the HAC Capital Programme
  3. To lead the delivery of the HAC Capital Programme projects, currently in excess of £35m with a pipeline of activity in development
  4. To lead on monthly, quarterly and annual reporting and monitoring, including all performance monitoring and financial profiling.
  5. To represent the HAC Directorate at all senior officer and elected members boards across the council, including departmental leadership teams and member led council forums, such as grants determination sub-committee and pre-agenda meeting with the Mayor
  6. To work in partnership with stakeholders internally as well as with health partners to deliver capital programme

MAIN PURPOSE OF THE JOB

  1. Responsible for leading the HAC capital delivery programme from pre-contract to practical completion, ensuring projects are delivered according to the business case and within the approved budget, timescales and quality.
  1. To apply a robust, delivery approach for implementation and performance management of all projects and programmes.
  1. Manage consultants and contractors involved in scheme delivery in accordance with LBTH procedures and procurement rules. Monitor their instruction and report regularly on progress. Deal with all aspects relating to quality of work.
  1. To lead the development of a prioritisation and implementation plan.
  1. To build positive relationships with key stakeholders to achieve the Council's strategic objectives. Work with client leads across the Council and external partners to identify and manage project dependencies, risks, issues and actions to the required quality within approved resources.
  1. To ensure effective contact between partners and directorates, dealing with enquiries in a sensitive, efficient and accurate manner in an environment where there are competing demands, using initiative to seek solutions.
  1. To ensure all HAC capital functions align closely with internal Client Teams.
  1. To provide programme reports to senior managers and report against all HAC programme activity to Project/Programme Boards, council meetings and briefings.
  1. To respond to internal and external audit reviews and implement action plans within agreed deadlines.
