London are looking for an experienced Parking programme manager.

One of the key areas of concern for local communities across the borough is parking and a Parking Strategy and Policy for 2016 - 2021 has been approved and the associated five phase Delivery Plan is now being implemented.

The role of the Sutton Parking Programme Manager (fixed term contract) will have a major contribution to make to the delivery of the Parking Strategy. This will include taking on responsibility for leading the delivery of the phased programme across the whole borough which is due to be completed at the end of March 2021.

As well as providing the main point of contact for all public engagement activities associated with the parking strategy, the role will be an important conduit between the service and the 6 Local Committees/Strategic Committee, along with the preparation of Committee reports and updates; attendance at any member/Senior Management briefing sessions as required. This liaison role is a key responsibility.

The role will also be responsible for the commissioning and project management of the detailed design of any approved schemes. This work will involve a close working relationship with the design team, and managing project costs, from a build perspective as well as a fee management perspective. The role will require close liaison with colleagues in the Strategy and Commissioning Team, to identify any opportunities for joined up working, where LIP schemes may impact on the highway.

This design phase will require consultation and engagement with local residents based on the working arrangements established. There will be a need to ensure that appropriate liaison and forward programming to allow a Comms Programme to be in place, supporting the programme delivery as required.

A further key element will be liaison with colleagues in the Technical Operations Team and the

Parking Services Manager, to ensure that all details required to process Traffic Management Orders for the implementation of any approved schemes are provided. As the client lead for the project the role will also be responsible for dealing with any correspondence/objections that relate to specific TMO's, and/or associated general enquiries.

The Project Management role extends to liaison with delivery team during the implementation phase, to ensure that works are being delivered in a timely manner, and with the appropriate level of budget management.

The final phase of the delivery plan involves the programme review of all the implemented elements of the overall project, which will again involve close liaison with Local Committee and Strategic Committees.
