Job description

The Royal Borough of Kingston are currently seeking a Procurement Manager for up to 6 months to work specifically on Transform Kingston and other construction and property related procurement projects. This role can be work from home only if that is your preference.

Your role as Procurement Manager will focus on the delivery of construction and property projects. You will help develop and implement innovative approaches to supply arrangements that minimise costs and commercial risk, and deliver cashable savings, whilst at the same time enhancing the services the council provides through added social value.

You will be report to the Commissioning & Procurement Lead for construction in the delivery of an exciting programme, including: Recommissioning of Total Facilities & Property Management Recommissioning of Utilities Professional services commissioning review Guildhall Estate Development Cock Crescent Estate Development Small Sites development Support the delivery of the Enterprising Borough Transformation programmes ie. Murray House Education Capital Programme - procurement of various professional service and construction to deliver school refurbishment and expansions above and below threshold Housing transformation projects inc New Housing IT Management System, Lift maintenance, fire systems, cleaning, removal & storage Affordable Workspace Project Your role will include: Leading on specific high risk contracts/ procurements for construction & property Managing relationships with internal stakeholders to establish procurement requirements.

You will be managing procurement timeline and delivery Risk management and mitigation relating to procurement Conducting market research and producing analysis Leading on end to end procurement activities Leading on the preparations of the tender documentation Support drafting of appropriate clauses in the contract documentation and advising the service on areas of contractual risks. Resolving clarifications and disputes in liaison with the service and legal teams Providing advice and support regarding the governance process within the context of the Council's Contract regulations and Public procurement legislation Supporting learning and development of the commissioning community in Kingston.
