Remedy Recruitment Group are looking for a Head of Capital Programme to join Newham Council.

Job Description:

To direct and strategically manage WECA's infrastructure capital programme. Reporting to the Director of Infrastructure and working closely with the Head of Delivery the post holder will be responsible for the co-ordination, and physical delivery of capital projects and infrastructure schemes for the Combined Authority and partners. The post holder will manage a team of project managers who are responsible for individual project delivery. Project Managers will be WECA staff seconded staff from other Local Authorities or Consultants, but all will be managed as direct reports to the post holder. A key responsibility of the post holder will be to work with the Head of Delivery to incrementally develop WECA's target operating model to provide the optimum level of governance, programme and project management for Capital and Infrastructure schemes. In this context 'optimum' means the best balance between efficiency, flexibility and necessary governance. In developing the target operating model the post holder should seek out best practice from around the UK (public and private sector) and be cognisant of the need to align, but not duplicate, the processes required by central government departments and statutory bodies. In turn it will be the responsibility of the post holder working in partnership with client budget holders to ensure that the project will deliver the investment appraisal criteria and necessary metrics for external funders along with those required by the CA; to demonstrate alignment with gain share criteria, LEP economic outputs and specific project metrics. WECA are currently considering options for the strategic procurement of technical services to support WECA's delivery and construction contractors. Once political approval has been gained for a preferred option the post-holder will direct the procurement process and provide high level oversight and management of the procured external supply chain. The post holder will also attend meetings and influence the development of projects from overall strategy, to concept design, feasibility and preliminary design, before taking on client responsibility for the delivery of detailed design and planning applications after the project has passed through a project gateway to achieve entry into the capital programme. This is a post with considerable responsibility and requires applicants to have significant experience in similar roles, although not a prescriptive requirement it is most likely that the applicant will be Chartered Engineer or Quantity Surveyor, experience of working with the Public and Private Sectors would also be highly desirable.
