Job description

Using high level of technical knowledge, expertise in construction and leadership skills, make a significant contribution to the building safety, reduction in carbon emission from buildings and accessibility of buildings in the borough. Ensure these objectives are delivered though competitive and multi-skilled professional team which can effectively compete with the private sector service providers.

Engage and work with Building Safety Regulator, Fire Service, other agencies and other local authorities to ensure structural and fire safety requirements of high-risk residential buildings are scrutinised thoroughly to ensure safety of occupants.

Deliver an effective service to respond to dangerous structures on a 24/7 basis. Liaise with H&F Silver/Gold Command, Emergency Services and other external agencies to ensure public safety.

Deputise for Head of Building Control when required.

Responsible for setting the tactical operation of your team and contribute to the strategic direction of your service.

Responsible for producing and delivering the team plan for your team and monitoring its delivery to align with corporate, departmental and service aims and priorities.

Responsible for managing day to day workloads and changing priorities depending on the risks.

Must be able to manage frequent competing priorities and remain calm under pressure and direct the team to deliver the best possible service.

Monitor income against budget and ensure the service is able to recover the costs as set out in the regulations. Explore opportunities to develop new streams of income within H&F and by working in partnership with external organisations.

Responsible for structural and fire safety matters under the Safety of Sports Grounds legislation and the Green Guide.

Responsible for delivering an effective dangerous structures service that can respond to emergencies 24/7, make decisions on site that may affect life safety and structural safety.

Keep accurate/robust records of Contractors work when they are called to make buildings safe and take all necessary measures to recover the costs from building owners.

Responsible for establishing, developing and keeping under review the structures, procedures and working methods for your team and the wider service to ensure an integrated, effective and efficient approach to the delivery of services and to maximise the use of new technology to both improve services and generate efficiency savings.

Lead on enforcement of building standards, review statements from other surveyors, liaise with legal representatives and attend courts to give evidence to enable best possible outcome.

Carry out inspections at complex projects, resolve any conflicts to achieve compliant solutions which would meet the technical requirements. These can be contentious and sensitive with competing priorities. Able to consider all factors and decide on the best course of action would be a key part of this role.

Appoint external specialist consultants as necessary to discharge Council's duties with due diligence in large/complex projects.

Responsible for ensuring that staff in your team are recruited, managed, appraised and developed, and that effective arrangements are made for their training and development so as to meet service and continued professional development needs and to provide equality of opportunity for all employees.

Manage staff in your team, participate in your service's management team and in the delivery of service plan objectives and other service improvements and deputise for the head of service when necessary.

Responsible for ensuring that services provided by your team are delivered within allocated budgets and opportunities for increasing resources are identified and optimised.

Lead in the promotion of customer satisfaction within your team when delivering services. Develop the full range of managerial and professional skills and knowledge to satisfy the requirements of the post.
