Development Officer

An experienced Development Officer required to be responsible for delivering the Council's housing delivery targets through it's wholly owned housing company.

To ensure the delivery of new affordable housing which meets local priorities and makes effective use of all available sources.

To recommend the acquisition of land, package deal developments, street properties, leased properties, in line with the business plan targets.

To be responsible for helping to prepare and deliver a phased programme of Council/ Homes development programme.

To identify and facilitate new build affordable housing projects, with responsibility for scoping, designing, planning, implementing and managing projects through to completion.

To be responsible for the programme management of a range of development projects. Provide a co-ordination role for internal services, Procurement, Finance, Legal, Housing, Planning and Asset Management & Property Services in the production of affordable housing in the district on both public and privately-owned sites.

To negotiate S.106 agreements with private developers and Registered Providers on some housing projects, whilst project managing others, simultaneously.

To lead on the project management of a range of individual housing schemes concurrently, as they reach various stages of the development process at different times, throughout their duration.

To liaise and negotiate with the Homes England, private developers, Registered Provider's and others to lever in adequate finance.

To commission and evaluate feasibility studies and carry out viability assessments for new housing development schemes. Using initiative and creativity during the project planning process, in advance of commencing a procurement process.

To lead on site assembly by identifying and utilising opportunities to combine council owned assets to deliver better development outcomes.
