This role is deemed outside IR35 and will be for at least 5 months.

Background/need for role

* The government requires local authorities to start building strong foundations and prepare markets for the wider charging reform and thereby increase market sustainability, and is supporting LAs to do this through the 'Market Sustainability and Fair Cost of Care Fund'

* As a condition of receiving future funding, local authorities need to evidence the work they are doing to prepare their markets and submit the following to DHSC by 14 October 2022:

* Cost of care exercise (COC)

* A provisional market sustainability plan (MSP) * A spend report (SR)

* Bracknell Forest Council (BFC) have a requirement to secure interim expert capacity (x1 FTE) within the Adults Commissioning Team, reporting directly to the Head of Service (HOS) to lead and undertake work, using the COC toolkits developed by LGA/ADASS and to work closely with our neighbouring authorities. Key deliverables Development and production of BFC COC report - key activities

* Part 1: a cost of care report explaining: - how the cost of care exercises were carried out; - how providers were engaged; - the lower quartile, median and upper quartile for costs collected; - how the resulting cost of care for the local area has been determined, including the approach taken for return on capital and return on operations.

* Separate reports must be produced for 65+ care homes and 18+ domiciliary care due to their very different cost bases.

* Part 2: a fully completed cost of care data table (specified format): - Must also provide a breakdown of the median operating cost for providers in the local area (from those who participated in the survey) for each of the cost lines, plus lines for return on operations and return on capital.

* Survey a range of providers (representative of the local market) as part of the cost of care exercise, to improve their understanding of the actual costs of delivering care in their area.

* Use the exercise to determine and report the median actual operating costs for the following categories, plus evidence and values for return on capital and return on operations. Together these make up the fair cost of care. The exercises must also accurately reflect local costs such as staff pay and travel time

* standard residential care

* residential care for enhanced needs

* standard nursing care

* nursing care for enhanced needs

* 18+ domiciliary care
